  • Poor, ultra-poor, low-income and economically disadvantaged individuals and households, particularly those in need of microfinance and livelihood support;
  • Women from poor and vulnerable households, including female-headed households, widows, abandoned women and socially disadvantaged women;
  • Marginalized, socially excluded and vulnerable populations facing economic, social and health-related inequalities;
  • Key populations at higher risk of HIV/AIDS, including Sex Workers, Professional Blood Donor, Drug users, Truck/Bus Drivers and Helpers, Port Labours, Garment Workers, Transgender (Hijra) people, Rickshaw and Van pullers, Men who have sex with Men (MSM), Lesbian Women and other vulnerable populations.
  • Pregnant women, lactating mothers, newborns, infants, children, adolescents and women and men of reproductive age.
  • Women, children and adolescents requiring maternal, child, sexual and reproductive health services, information and awareness.
  • Out-of-school children, school dropouts, working children and children and adolescents who are eligible for Non-Formal Education.
  • Children and families living in slums, disadvantaged communities, underserved and hard-to-reach areas.
  • Poor and vulnerable households and communities lacking access to safe water, sanitation and hygiene (WASH) facilities.
  • Communities living in environmentally vulnerable and climate-sensitive areas, including local communities engaged in social forestry and environmental conservation activities.
  • Potential migrants, aspiring migrant workers, prospective overseas workers and families of migrant workers.
  • Individuals and communities vulnerable to fraudulent recruitment, exploitation, trafficking and other risks associated with migration.
  • Unemployed and underemployed youth, job seekers and individuals requiring vocational, professional and livelihood skills development.
  • Women and adolescent girls, particularly those who are socially and economically disadvantaged and require greater opportunities for empowerment, leadership and participation in decision-making.
  • Community leaders, volunteers, service providers, government and non-government organization personnel and other stakeholders involved in community and development initiatives.
  • Researchers, development professionals, institutions and relevant stakeholders requiring research, training, capacity building and evidence-based knowledge for development interventions.
